your information a copy of a letter from the Postmaster-

General and of its enclosure, and to state that, subject

to your approval,Major-General Black, lately Officer Ad-

ministering the Government, sanctioned the addition to

the Postal Staff at Shanghai recommended by Mr Thomson

with effect from the 1st. January next.

I beg to request your formal authority for the

extra expenditure which will be incurred, and which ap-

pears. to be necessary.
